With reference to your despatch No. 348 of the 18th August, the Japanese Minister should be informed that Dalny customs should, in our opinion, like Kiao-chau, be under the Chinese Maritime Customs, At the present moment it would be very inconvenient to authorize the collection of duties by the Company, and thus to make a new departure.
